The UK Bribery Act 2010 will be implementing on 1 July 2011. The government has published explanatory notes about the details of all provisions of the Act. The Act applies to England and Wales, Scotland and Northern Ireland. In England and Wales, the violations of the Act are to be instituted by or with the Approval of the Director of the Serious Fraud Office, the Director of Public Prosecution or the Director of Revenue and Customs.

Galveston County, Texas, is a well sought after housing location due to its warm, sunny weather and vast beaches on the Gulf of Mexico. It has 20 separate communities, including the cities of Bayou Vista, Cleart Lake Shores, Dickinson, Friendswood, Galveston, Hitchcock, Jamaica Beach, Kemah, La Marque, League City, Santa Fe, and Texas City and Tiki Island.
During the last week of May, the Galveston's existing home sales came in UP 19.2% over a year ago. This drop was beating expectations three months in a row, monthly sales fell short of the gain expected, off 2.2%. But the months’ supply of existing homes dropped from 8.4 to 8.3 months, as inventory slid to 3.89 million homes. And the median price is rebounding, UP 2.7% over last year. Finally, the April FHFA home price index was UP 0.8% for homes financed with conforming mortgages.
May existing home sales came off as disappointing because experts predicted a sales gain after the homebuyer tax credit ended. February, March and April months saw a spike in pending home sales, which track signed contracts. Analysts now expect these gains to show up in June. Overall, home prices, mortgage rates and inventory declines continue to be encouraging signs in the housing market.
May new home sales fared worse, dropping 32.7%, to a 300,000 annual rate. This was also seen as fallout from the end of the homebuyer tax credit. But April’s 446,000 annual rate indicates the real trend is probably in between, around 375,000, which some analysts feel is enough for builders to move the homes they’re starting. Builders can also take consolation in the fact that the new homes inventory is at 213,000, its lowest level in forty years.
Home sales are on track to outperform last year's rate. Main reason behind this affordability credit goes to the the improving job market, sustained economic growth, and, of course, superior housing affordability conditions. Experts are predicting home sales to reach higher than 5 million for this year–up about 7-10 percent over last year.
Currently unemployment stands at about 9 percent, but more than 100,000 jobs are created monthly and nationally that could mean 1.5 million new jobs in 2011.
Still, housing prices are the most affordable ever which means that, those who earn the national median income have 170 percent of the income needed to purchase a home priced at the national median. Experts in the field expects that the median existing-home price to stay at approximately $170,000 for the next couple of years.
What helps to make these homes so affordable are the low interest rates. But despite the low rates and affordable housing, the lending conditions are not quite ripe for increasing home sales even though lenders are now in a position (with plenty of cash) to make loans to qualified buyers. While then the strict lending standards are being blamed for the present lack of more robust housing sales.
The lagging economy has not affected the seasonal employment outlook considering the tremendous response the job fairs received all over the country. There is a range of job openings fro everyone literally. From life guards to sales persons and personnel for restaurants, game booths, rides and retail stores, these jobs are open for all age groups though job prospects for younger workers will be exceptionally good. It is interesting to note that though the economy is not in a good shape, there has not been a rush of older job seekers.
The annual Oleander festival is slated to be from 10 a.m. to 4 p.m. 21st and 22nd at the Moody Gardens Visitor Center, 1 Hope Blvd. Dating back to the 1920s, the event has always been an island institution. This year, the organizers are planning to include the young generation of gardeners and nature enthusiasts with a series of youth-friendly activities.
The event is hosted by the International Oleander Society, formed in 1967 to preserve the oleander, also the official flower of Galveston and identify the different varieties. The festivities include oleander displays, a floral design competition for children and adults, nature tours and an art and photo contest for elementary, middle and high school students. Admission is free for all activities and it is open for all age groups.
One of Galveston's premier family beach parks, Stewart Beach sponsors live music and other family-oriented events, such as volleyball tournaments and other special events throughout this summer season. The events will be held on May 22 from 1 pm to 4pm.
The park features umbrella and chair rentals, volleyball courts, an outdoor pavilion with an elevator, snack bar, souvenir shop, restrooms and showers.

The builders in Galveston face a new struggle with the regulations that prevent them to make progress in the high-rise building sector. The economics are so difficult because of construction costs that it will make it difficult to come to Galveston and continue the development process. The never-ending pissing match between residents, landowners, developers and the City Hall will continue as the new rules do little to resolve high rise development controversy.
The rules restrict developers who want to build more than eight stories. They must ask for special permission, a permitting system similar to the interim height rules that caused the development community so much grief. The special permit process leaves open the possibility of high-rises, an improvement over the first drafts of the regulations, which only allowed tall buildings in certain areas.
The new regulations give developers the right to build up to five stories, as long as they meet lot size, setback and floor area ratio requirements. Developers must carry the cost burden for the right to build up to three more stories by providing such things as public open space and affordable housing. Affordable housing on a barrier island resort just may be the straw that breaks the camel’s back.
While the new regulations may reflect a compromise between residents and those desiring to sell their land to developers, most high rise developers will most likely seek the greener pastures of the South Texas Coast, where cities and towns are more amenable to progress. Here the permitting process is more predictable and the tax base created by the visually stunning high rises are more appreciated.

Galveston Island’s 100th Mardi Gras celebration put all hands in and ended up with a new world record. That is nearly 500 parade participants dance the Hokey Pokey Friday night at Mardi Gras! Galveston give the official OK to Guinness World Records.
Galveston’s umbrella dance included 492 people. The current official record was set in 2010 by 300 people in Bath, England. Most of the people in Galveston now are eager to hear their Island's new record in a few weeks.
More than half of the dancers that took part in the record-setting performance Friday were members of the Galveston Mobsters – the same organizers that formed the Galveston flash mob on Sept. 12, 2010 to celebrate the island’s recovery since Hurricane Ike hit in 2008.
Each dancer in Friday’s Funky Uptown Umbrella Brigade parade sported a decorated umbrella for the five-minute Hokey Pokey routine. But the event wasn’t just a Galveston celebration. Participation in the dance was open to the public and included groups from Houston, Austin, Dallas and other parts of Texas and the Gulf Coast.
Mardi Gras, Galveston – the largest Mardi Gras celebration in Texas – will continue through March 8, showcasing lavish parades, galas, headliner entertainment, children’s activities and Gulf Coast cuisine.
It is now more than two years since hurricane Ike ruined the Scholes International Airport in Galveston. After Ike ruined the airport's heating facility, ventilation and air-conditioning as well as communication and electrical systems inside the building, which was built in 1950.

FHA 30 year fixed mortgage rates have followed the same pattern this week inching up from 4.500% to 4.625%. But the 15 year fixed mortgage rates have stayed the same at 4.000%.
