The UK Bribery Act 2010 will be implementing on 1 July 2011. The government has published explanatory notes about the details of all provisions of the Act. The published guidelines highlight prevention of corruption in business organizations under section 9 of the Act, which also contains an explanation of government policy on the functioning of the offense and failure on the part of companies to prevent corruption.

The Act applies to England and Wales, Scotland and Northern Ireland. The UK Bribery act replaces the old public Bodies Corrupt Practices Act 1889, and the Prevention of Corruption Act 1906 and Prevention of Corruption Act 1916. In England and Wales, the violations of the Act are to be instituted by or with the Approval of the Director of the Serious Fraud Office, the Director of Public Prosecution or the Director of Revenue and Customs.

Many students gathered in the L.A. Morgan Elementary School’s library to learn about NASA’s space program and to ask questions that could be answered by astronauts on the final space shuttle mission.  It was one of the four schools  in Galveston that participated in the project as part of the NASA Office of Education’s Summer of Innovation program. Others being Austin Middle School, Early College High School and Weis Middle School/Early Childhood University.

The video project in schools help the students to participate in the interaction program.  Selected questions will be streamed to astronauts aboard the STS-135 shuttle and the astronauts’ answers will be streamed live in July during the shuttle’s flight, which will be broadcast on NASA TV. NASA designed the Summer of Innovation program in response to the campaign of President Barack Obama, Educate to Innovate campaign, which focuses on making American students competitive with students from other countries in math and science.

Join your neighbors, friends, and family by attending band performances at the historic Sealy Gazebo on 24th Street and Avenue I across from Rosenberg Library.  Family-friendly entertainment attracts a casual crowd of locals and tourists to the downtown site.  Performances start at 7:30 PM every Tuesday throughout the summer. Concerts in June are scheduled on June 14, June 21 and June 28.

Galveston beckons with some of the best  housing options and if you are planning to buy a house in this part of the world, this could be the best time!

During the last week of May, the Galveston's existing home sales came in UP 19.2% over a year ago. This drop was beating expectations three months in a row, monthly sales fell short of the gain expected, off 2.2%. But the months’ supply of existing homes dropped from 8.4 to 8.3 months, as inventory slid to 3.89 million homes. And the median price is rebounding, UP 2.7% over last year. Finally, the April FHFA home price index was UP 0.8% for homes financed with conforming mortgages.

May existing home sales came off as disappointing because experts predicted a sales gain after the homebuyer tax credit ended. February, March and April months saw a spike in pending home sales, which track signed contracts. Analysts now expect these gains to show up in June. Overall, home prices, mortgage rates and inventory declines continue to be encouraging signs in the housing market.

May new home sales fared worse, dropping 32.7%, to a 300,000 annual rate. This was also seen as fallout from the end of the homebuyer tax credit. But April’s 446,000 annual rate indicates the real trend is probably in between, around 375,000, which some analysts feel is enough for builders to move the homes they’re starting. Builders can also take consolation in the fact that the new homes inventory is at 213,000, its lowest level in forty years.
Home sales are on track to outperform last year's rate. Main reason behind this affordability credit goes to the the improving job market, sustained economic growth, and, of course, superior housing affordability conditions. Experts are predicting home sales to reach higher than 5 million for this year–up about 7-10 percent over last year.

Currently unemployment stands at about 9 percent, but more than 100,000 jobs are created monthly and nationally that could mean 1.5 million new jobs in 2011.

Still, housing prices are the most affordable ever which means that, those who earn the national median income have 170 percent of the income needed to purchase a home priced at the national median. Experts in the field expects that the median existing-home price to stay at approximately $170,000 for the next couple of years.

What helps to make these homes so affordable are the low interest rates. But despite the low rates and affordable housing, the lending conditions are not quite ripe for increasing home sales even though lenders are now in a position (with plenty of cash) to make loans to qualified buyers. While then the strict lending standards are being blamed for the present lack of more robust housing sales.

The lagging economy has not affected the seasonal employment outlook considering the tremendous response the job fairs received all over the country. There is a range of job openings fro everyone literally. From life guards to sales persons and  personnel for restaurants, game booths, rides and retail stores, these jobs are open for all age groups though job prospects for younger workers will be exceptionally  good. It is interesting to note that though the economy is not in a good shape, there has not been a rush of older job seekers.

Summer jobs during  vacations will not only give these youngsters a cash incentive, but also the hands on training on a range of vocations, which will give them a clear cut advantage later in their life when they seek full time employment.

The annual Oleander festival is slated to be from 10 a.m. to 4 p.m. 21st and 22nd at the Moody Gardens Visitor Center, 1 Hope Blvd. Dating back to the 1920s, the event has always been an island institution.  This year, the organizers are planning to include the young generation of gardeners and nature enthusiasts with a series of youth-friendly activities.

The event is hosted by the International Oleander Society, formed in 1967 to preserve the oleander, also the official flower of Galveston and identify the different varieties.  The festivities include oleander displays, a floral design competition for children and adults, nature tours and  an art and photo contest for elementary, middle and high school students.  Admission is free for all activities and it is open for all age groups.
One of Galveston's premier family beach parks, Stewart Beach sponsors live music and other family-oriented events, such as volleyball tournaments and other special events throughout this summer season. The events will be held on May 22 from 1 pm to 4pm.

The park features umbrella and chair rentals, volleyball courts, an outdoor pavilion with an elevator, snack bar, souvenir shop, restrooms and showers.

The Stewart Beach Community Room is the perfect location for company parties, wedding receptions, family reunions, and other special events. Outside catering is permitted.
The final days of Galveston Historical Foundation's 37th annual Galveston Historic Homes Tour final days are nearing. May 14 and 15 are the last days to conduct this historical tour from 10 a.m. to 6 p.m.

This year’s Coastal Style tour includes 9 houses featuring a variety of styles from an 1871 Gulf Coast Cottage to a traditional Craftsman Bungalow built in 1924. The builders in Galveston face a new struggle with the regulations that prevent them to make progress in the high-rise building sector. The economics are so difficult because of construction costs that it will make it difficult to come to Galveston and continue the development process. The never-ending pissing match between residents, landowners, developers and the City Hall will continue as the new rules do little to resolve high rise development controversy.

The rules restrict developers who want to build more than eight stories. They must ask for special permission, a permitting system similar to the interim height rules that caused the development community so much grief. The special permit process leaves open the possibility of high-rises, an improvement over the first drafts of the regulations, which only allowed tall buildings in certain areas.

The new regulations give developers the right to build up to five stories, as long as they meet lot size, setback and floor area ratio requirements. Developers must carry the cost burden for the right to build up to three more stories by providing such things as public open space and affordable housing. Affordable housing on a barrier island resort just may be the straw that breaks the camel’s back.

While the new regulations may reflect a compromise between residents and those desiring to sell their land to developers, most high rise developers will most likely seek the greener pastures of the South Texas Coast, where cities and towns are more amenable to progress. Here the permitting process is more predictable and the tax base created by the visually stunning high rises are more appreciated.
Seeing no movement in the mortgage rates since last few weeks, Home mortgage rates have declined to a three week trend. The mortgage rates have declined by .125%.

Conforming 30 year fixed rate mortgages are at 4.625%, 15 year fixed rate mortgages are at 3.750% and 5/1 adjustable mortgage rates are at 3.000%. These are the best conforming mortgage rates available with 0.7 to 1% to borrowers with good credit and the ability to meet lender approval. The most popular of these are the fixed rate mortgage loans which offer borrowers the security of monthly mortgage payments that remain the same throughout the life of the loan.

Mortgage rates move up and down and in the opposite direction of most companies. Galveston Island’s 100th Mardi Gras celebration put all hands in and ended up with a new world record. That is nearly 500 parade participants dance the Hokey Pokey Friday night at Mardi Gras! Galveston give the official OK to Guinness World Records.

Galveston’s umbrella dance included 492 people. The current official record was set in 2010 by 300 people in Bath, England. Most of the people in Galveston now are eager to hear their Island's new record in a few weeks.

More than half of the dancers that took part in the record-setting performance Friday were members of the Galveston Mobsters – the same organizers that formed the Galveston flash mob on Sept. 12, 2010 to celebrate the island’s recovery since Hurricane Ike hit in 2008.

Each dancer in Friday’s Funky Uptown Umbrella Brigade parade sported a decorated umbrella for the five-minute Hokey Pokey routine. But the event wasn’t just a Galveston celebration. Participation in the dance was open to the public and included groups from Houston, Austin, Dallas and other parts of Texas and the Gulf Coast.

Mardi Gras, Galveston – the largest Mardi Gras celebration in Texas – will continue through March 8, showcasing lavish parades, galas, headliner entertainment, children’s activities and Gulf Coast cuisine.
It is now more than two years since hurricane Ike ruined the Scholes International Airport in Galveston. After Ike ruined the airport's heating facility, ventilation and air-conditioning as well as communication and electrical systems inside the building, which was built in 1950.

All these facilities were ruined with Ike, which blew 9 feet of water into the terminal building. It took about $1.5 million to complete the re-construction work.

Officials decided to restore the terminal to its 1950s look and selected a local contractor, Sullivan’s Land Services, to do the work.

The terminals light has changed, exposed the ceiling by putting in with tiles called "cloud tiles" and upgraded the seating. They have also landscaped around the building.

Design started in March 2010, and last week the terminal was approved for a certificate of  occupancy. Soon, the empty conference room, offices and pilot’s lounge can be furnished, decorated and reopened for 24 hours.

For 30 years the mortgage rates were in a fixed rate, but in the past week it have increased from 4.625% to 4.875% while 15 year fixed rates have gone from 3.875% to 4.250% according to the latest survey reports.

These mortgage rates continue to be available to well qualified borrowers with 0.7 to 1% origination fee.

FHA 30 year fixed mortgage rates have followed the same pattern this week inching up from 4.500% to 4.625%. But the 15 year fixed mortgage rates have stayed the same at 4.000%.

FHA fixed mortgages are still below conforming mortgage rates and continue to be attractive to borrowers especially new home buyers because of their low down payment requirements. FHA mortgage loans can also be complemented with state and local housing initiative programs for greater savings to borrowers.

So the same with other popular mortgagers in the Galveston Island.
Galveston shelter center provides cover for those homeless and other people who are seeking some place to stay during the cold weather. Providing 24 hours service, the Salvation Army Emergency Shelter opens up enough space with a lounge and television for anyone who wants to guard themselves from the high cold temperatures.

With this on one side, the other namely the city of Friendswood has opened up an emergency warming center to locate its residents who have lost heat supply in their homes due to power shortages. The scheduled time for the emergency service is from 9am to 5:30pm on Thursday and Friday.

The shelter time for the Salvation army is 4pm to 7pm every other day. Breakfast, evening meals and dinner will be served on particular days. Providing shelter homes to the homeless and other people sights Galveston's extreme participation to the society.


Galveston office desks and homes sales  has gone up  than those in all other Texas markets during the fourth quarter last year. In Galveston, the median home price increased 31 percent in the fourth quarter last year — to $172,000 from $131,000 a year ago, according to the report.

The Galveston Arts Center is organizing a Mardi Gras mask-decorating workshop for children aged between 6-14 from 9:30 a.m. to 11 a.m., and for adults from noon to 3 p.m. Feb. 12. Mardi Gras is a popular festival, which draws over 25,000 people every year to indulge in the mother of all parties.

One of the most popular events in Texas, Mardi Gras is celebrating its 100th year this year, which will make it all the more special. History, culture and celebrations will unfurl on this day where the participants decorate their own custom mask during the celebration, painting the city in a riot of colors!

Statistics reveal that Galveston Island has had a great increase in home sales in the fourth quarter of 2010 than those in Texas market. And, observers call it as "eye-popping" upon the release of the survey report.

The Island Realtors said, growing consumer confidence, an easing in home prices and the gradual return of jobs at the University of Texas Medical Branch, which had laid off thousands after Hurricane Ike struck in September 2008, all have caused towards this growth.
